The Shandong Provincial Water Sports Administration Center is a specialized athletic management organization directly under the Shandong Provincial Sports Bureau. It is responsible for overseeing the training, competition, and development of reserve talent for all water-sport disciplines across the province. The Center’s primary programs include rowing, canoe/kayak, sailing, and windsurfing. Its mission is to promote the growth of water sports in Shandong, to cultivate high-level athletes, and to achieve outstanding results at domestic and international championships.


Primary Responsibilities

Athlete Training & Management: Select, train, and support provincial-team athletes for competition, with the goal of continuously raising their performance levels.

Event Organization: Host national and provincial water-sport competitions and organize public outreach events to broaden grassroots participation.

Talent Development: Establish a youth training system to identify and nurture promising young athletes, ensuring a sustainable pipeline of talent.

Venue Management: Oversee and maintain training facilities—such as the Rizhao Water Sports Training Base—to guarantee they meet the needs of both practice and competition.

External Cooperation: Strengthen partnerships with the General Administration of Sport of China and international water-sport organizations to facilitate program growth and exchange.

Produced multiple national champions, Asian champions, and world-class athletes.

Secured top-level performances at the National Games, Asian Games, and Olympic Games.

Positioned Shandong’s water-sport programs at the forefront of China, with certain disciplines competing at world-class standards.

Advanced mass participation in water sports, fostering integration among sports, tourism, and the leisure industry.


Training Bases

Leveraging Shandong’s abundant high-quality waterways, the Center manages several professional training sites, including:

Rizhao Olympic Water Park (international-standard rowing and canoe/kayak courses)

Weishan Lake Water-Sport Training Base (sailing and windsurfing facilities)

Additional provincial-level cooperative training waters


The Shandong Provincial Water Sports Administration Center will continue to pursue the guiding principle of “scientific training, striving for excellence,” to cultivate more elite athletes for China and to advance the nation’s water-sport endeavors.
