According to Article 41 of the "Exit and Entry Administration Law of the People's Republic of China", foreigners who working in China should enter the country with occupational visas (if there is a mutual visa exemption agreement, follow the agreement), and must obtain the "Foreigner Work Permit certificate" and residence permit for foreigners after entering China, so that they can work in China. No unit or individual may employ foreigners who have not obtained work permits and work-type residence permits.

The service object
1. Foreign high-end talents (category A)
High-end foreign talents refer to those scientists, leading scientists, international entrepreneurs, and special talents who meet the needs of China's economic and social development and meet the standards for points-based high-end foreign talents. Foreign high-end talents are not limited by age, education and work experience.
2. Foreign Professionals (Category B)
Foreign professionals refer to those who are in urgent need of economic and social development and meet the work guidance catalogue and job requirements of foreigners in China. They have a bachelor's degree or above and two or more years of relevant work experience. Age, educational background or work experience restrictions may be relaxed for those who meet the standards for innovative and entrepreneurial talents, talents with professional skills, outstanding foreign graduates, points-based foreign professional talents, and those who implement intergovernmental agreements or agreements. Where the State has provisions for specialized personnel and personnel for government projects, such provisions shall prevail.
3. Other foreigners (Category C)
Other foreign personnel refer to other foreign personnel who meet the needs of the domestic labor market and comply with national policies.

Procedures for foreigners to work in China
The "Service Guide for Foreigners' Work Permit in China" issued by the State Administration of Foreign Experts Affairs stipulates that foreigners who work in China for more than 90 days (excluding 90 days) must apply for a work permit in China. The application procedures are as follows:
1. Apply online. The employer logs in to the system, submits application information online, and provides relevant electronic materials.
2. Online pre-qualification. The acceptance agency shall pre-examine the materials submitted online within 5 working days from the date of submission of the materials (the date of submission of the materials is not included in the period). If the materials are incomplete and the content is not standardized, the acceptance agency shall notify the materials that need to be supplemented and corrected at one time; if the materials are complete and the content is standardized, the pre-examination will be passed.
3. Accept. The acceptance agency decides whether to accept or not after review. The application matters are within the scope of the authority of this administrative organ. If the application materials are complete and meet the requirements, the acceptance will be successful; if the application materials are incomplete or do not meet the statutory form, it should be notified on the spot that the content needs to be supplemented and corrected, and it will be accepted after correction;
4. Review. After the examination is passed, the "Foreigner Work Permit Notice" will be generated online. The applicant should apply for the "Foreigner Work Permit" online after entering the country and submit paper materials. After submitting the materials for verification, the decision-making agency shall review and make a decision within 10 working days (the day when the materials are submitted for verification is not counted within the period), and to apply for the "Work Permit for Foreigners in China", all need to verify the employment contract or on-the-job Original certificates, work qualification certificates, no criminal record certificates, medical examination certificates, certificates of highest degree certificates, etc.
5. Decide. If the approval is approved, a licensing decision will be made, and the "Foreigner Work Permit" will be notified on the spot. If the conditions and standards are not met, a written decision of disapproval shall be made, the reasons shall be explained, and the applicant or employer shall be informed that they have the right to apply for administrative reconsideration or file an administrative lawsuit in accordance with the law.
